U.S. insurance companies seek prospective clients who are permanent U.S. residents. It is simply easier to obtain medical history records, invoice and pay death claims to permanent residents. The lowest premiums, subject to other classification issues, are available to U.S. citizens.

U.S. Citizens Overseas
Some companies will look for individuals who intend to permanently return to the U.S. in the near future. Others will accept a U.S. citizen who resides overseas if the individual completes the application and takes the medical examination while on a visit to the U.S.

Medical medical records from a foreign country can be an issue because of the language in which they are written, delay in response to initial inquiries, or inability to obtain the records. Individuals in this category will find fewer companies are available and/or may receive special surcharged policies or travel exclusions. It pays to shop.

On Visas in the U.S.
Individuals on visas may receive lower premiums if they have resided or are expected to reside in the U.S. long-term. Short-term visitors present specific challenges as company licensing, past medical records, future invoicing, and proof of death may be problematical when viewed by a prospective insurance company. In a small number of instances, short-term visitors bought life insurance, intending to return to their home country and present a fraudulent claim.

Alternatively, individuals on a temporary work permit (green card) may be accepted but may not qualify for the very lowest premiums. Companies usually look for evidence of permanent U.S. status such as employment history, occupation, U.S. property ownership, and/or marriage to a U.S. citizen. The amount of insurance requested is also a consideration.

This issue is given special weight if the citizenship country is on the State Department Advisory list or is an underdeveloped country.
